In these circumstances, I find that the best strategy is to run around in circles, wlldly flailing your arms, and screaming like a little girl.

I would Collect my team of on-site-leaders to assess What has happened,
what has worked right (meaning within the budget)
and what measures can be etched to fit the limitations (time and money.)

If you have good communication and leadership skills, you can mould your project members do what is actually desired, for this you need to be leader as this kind of situation do arise and it is also an opportunity for you, a challenge and you should go ahead. Of course, it is not an easy work to be accomplished, in fact this may keep you awake till the project success. Collaboration with team members, stake holders, sponsors and effectively communicating the project requirements, time lines, deliver ables and being an active member as you may be required to prove your technical and management skills, may be you have do some development work to complete the project.
